I'm finding traces on google to past test centers and dates but I was wondering if anyone knew of any active centers and potential test dates in New York.

Try calling up universities or colleges that teach Chinese, or a Confucius Center if you can find one - they should know, or know someone who knows. The HSK site should have info, but it's generally a nightmare to use.
