And this is quite difficult when most students who end up in 教育學院 nowadays are those who can't get into other universities.

Do you have to graduate from 教育學院 before you can become a teacher in HK? Can a university graduate teach elementary school or middle/high school?

Yes. But I guess a uni graduate has to get some training in education before he/she is qualified to teach.

I have no argument that traditional Chinese schools like Pui Ching and Clementi nurture excellent students academically. In fact, my sisters and a niece attended at them.

But to force hundreds of schools which traditionally did not use Chinese as the medium of instruction is an entirely different matter.

If the education reform is so successful in Hong Kong, then the International Schools would not have been flooded with local kids whose parents need to register their kids for admission at the time of birth and/ or pay hefty amount of money to buy the school's debenture.

Moreover, ironically after the transition, more HK kids are flooding the schools in England. Now HK kids top the number of foreign students in UK below matriculation level.

The "Oversea Education Allowance" enjoyed by civil servants' children might be one of the reasons.
