Mandarin teaching in the UK - government report

I expect it is just a gesture of good will or what they hope would happen.

I have booked my self on a course called Chinese level 1 which sounds way to easy on the spoken and listening side but I would love to do it just to get the opportunity to do some structured training including characters. I expect it will be cancelled again due to lack of numbers. I can't think what happens to all the students who take the beginners courses. you would think they would want to carry on and get better by moving up a few levels.

I'm guessing they find out that Chinese isn't as easy as they thought it was going to be and decide they no longer really want learn it.
