Soundcard for voicechat

I am an English lad studying Mandarin, I used to use yahoo/MSN voicechat to practice with friends in China however the school laptop was taken from me :( , my PC souncard is very old and cannot do voicechat, can anyone give me the minimum specifications for reasonable voicechat quality.

Also does anyone know any good british sites which sell soundcards
