what is the proper translation of the Chinese?

I understand it as meaning something like: Forget it, I don't even want to talk about it!

or perhaps 半次都没商量 part is better interpreted as: (Hey!) that wasn't (part of) the deal!

*i.e. literally>>there was no mention of this!/we never discussed this! (before)

Consider "this is completely out of the question". It means - I won't do it, not even just once, not even "half" of "just once".
