There is a slight difference in terms of the 没 and 不. In this case the 不 construction indicates a bit more of a, it is happening now type of feeling. "Why are you not listening to me?" But the tense is different. The first is past tense and the latter, present. In terms of the tone, the latter is more of a complaint and stronger in emotion. The former could be a statement, relating something that the speaker could not do much about. Quote
