How would you say "first of all let’s/I wish to welcome our Chinese delegation from government xxx (eg energy) department” when the preceding sentence already contained a general welcome:

I don't think it would sound like a repeat to use the two sentences like this, but I think you may want to expand them a bit, eg. by adding the honorific 各位 etc in the first and 热烈的欢迎 or 热忱欢迎 in the second>> 首先让我们热烈的欢迎来自中国xx部门的代表团。Sounds more formal and more Chinese.

Some more ideas:

Formal:

欢迎各位xx(official title, if any)到xx(name of city)来参加国际xx展览会

or

欢迎各位xx莅临参加xx年xx届(name of city)国际xx展览会

Very formal:

欢迎xx贵宾莅临参加 (name of exhibition)

Even more formal: :wink:

欢迎阁下莅临参加 (name of exhibition)

I could be wrong (and any native speakers could correct me if wrong), but don't think using 歡迎(welcome) more than once in a speech is an issue in Chinese. When Chinese people speak English they often "welcome" you to places that you have already been to or are already at, so I think 歡迎 has a more general use that it does in English.

Also, I think leeyah's suggestions are good, but I wouldn't worry to much about hitting the perfect register (although it's good to try), since you can always also convey respect through body language and smiling as well.
