What does ”太卡“ mean?

I see ”太卡“ frequently in comment sections for movies etc....

can anyone explain the meaning?

”卡“ means something cannot be done smoothly because of slow connection or inadequate performance of the computer.

e.g. 我的网速跟蜗牛似的，播放电影老是卡。

我的电脑配置不高，同时运行几个软件就卡。

It also means slow connection.

e.g. 网速很卡（意思就是：网速很慢，打开网页要花很长时间）
