Hey there, here are two sentences that I am not quite able to translate:

他们倡导全社会树立尊老，爱老，助老的风气。重阳节因此又多了一层新意。

First of all the first bit, I dont really get how they should "help" the "general mood" of the old people, or am I translating 风气 in a wrong way?

Secondly I have never seen 层 as a measure word in this sense, thus dont know what it exactly means here, probably just"another leven of meaning"`?

The modifier of fengqi is 尊老，爱老，助老 not just 助老. An atmosphere of repecting, loving and helping the aged.

一层 is a layer here.
