Chinese grammar is hard

Could anyone translate the following sentence literally. I can get what it is about but can't disect it into Subject, Verb and Object. What are the meanings of "以" and "不 大" in this sentence?

除非 李登輝 不再 讓 台灣 以 一 個 獨立 的 主權 國家 出現 在 國際 社會 ,否則 在 李登輝 擔任 總統 期間 , 兩岸 不 大 可能 恢復 會談.

Unless Li Deng Hui not again let taiwan as an independent sovereign country appear in the international society, otherwise within Li Deng Hui's acting presidency period, two coasts not very possible resume talks.

不大可能: no big possibility/ not very possible

actually this sentence is not completely correct in grammar... it should be something like this:

除非 李登輝 不再 讓 台灣 以 一 個 獨立主權 國家 的 形象 出現 在 國際 社會 ,否則 在 李登輝 擔任 總統 期間 , 兩岸 不 大 可能 恢復 會談.

yeah, it could be "stop doing" or " never... again".
