?

Actually, the sentence was supposed to mean "He never fails to take the chance to glance into the brothel when he walks past".

Actually ,no need to add up a 会 anywhere in such a sentence，‘cause the mood of context is rather amply ensured,thus to have 必定 inserted just right after the 机 is anyhow correct albeit which seems nonstandard while being read through .
