the meaning of the tattoo is "she is a snake"?

No.

The tattoo means 'snake'; 'shé' is the pronunciation.

Snake in Chinese is pronounced 'shé'

You can hear the pronunciation here.

doesnt it refer to Chinese superstition about the year you are born in. I saw a girl with that tatto and she explained it that way.

It could mean that the politician in question was born in the Year of the Snake by the traditional Chinese calendar, or it could be just yet another random Chinese character tattoo.

Or maybe he was thinking about a girl and asked the tattooist to write "She" in Chinese characters
