Usually 密切相关 is used to mean - closely related

I suppose one can say 他跟你有密切相关往来 - he has closely-related dealings with you

Now 他跟你相关密切往来 - the 相关 seems to function as a verb - is this usage grammtically correct?

I can't comment on the grammar but I wouldn't write / say like this.

For he has a close relationship with you I would say 他跟你關係密切 or 他跟你有密切的關係. Depending on the context I might say 他跟你過從甚密.

You may replace the 我 and the 你 with the names of two countries say USA and China... so that 往来 is used deliberately rather than 关系.

他跟你相关密切往来 X

You can not put 相关密切往来 all together in one sentence.

But you may say " ta gen ni wang lai mi qie (pay attention to the order of it),

then xiangguan is a redundant word and has to be omitted for avoidance of verbosity and complexity.

I suppose it says like this”他跟你有密切的往来“。 As ”密切' and 相关“ are contrary in Chinese! We only say using one of 2 words! That is my view. hope it helps!
