I'm applying from the US for the language studies scholarship and am just hoping I can get my application in on time. I had a couple of questions: 1. If I'm correct it sounds as if the embassy first issues a recommendation/decision to the CSC correct? So are they essentially issuing the decision or does it still go to the CSC for review no matter what? Should I anticipate hearing from the embassy or CSC? 2. Per question #9 on the application (recommending person or organization), since I've been out of school for a while and am using my co-workers for my rec letters, is it fine to use one of them in this field or would you still use, say, your university as the organization even though they aren't writing any of the rec letters? Thanks again. If anyone has any questions for me feel free to let me know!

Best of luck with your application ^^ I know the deadline is looming but you should be able to squeak by. We're not 100% sure of the process each application must go through, since there's little to no transparency. That said, my experience makes me think that the embassy/consulate (with a quota of scholarships to award) either: (a) holds a lot of sway in the decision making process; or (B) selects the applicants outright, and passes the list on to the CSC to have it approved (rubber stamped) and have university placements made. Regarding the second question. In my case, this was the consulate itself and their name appeared automatically thanks to using their agency number in the online application. I assume that this can be any of a local embassy/consulate, Confucius Institute, local university (if it has its own quota), a university in China etc, whichever institution is the one passing your application on to the CSC.

I have a situation that I hope you can help me with (I've read this thread but didn't see anything about it, I hope I didn't miss it) I applied to a graduate program in Tsinghua University (starting next september, for 2 years, in english) and was accepted and told they would decide later for scholarships. Indeed, when I applied, I sent two sets of documents (letters of rec, transcripts, letter of intent, etc.): original and copies, and I specified that I wanted to apply to the 3 scholarship programs available: Tsinghua University Scholarship, Beijing Scholarship, and CSC Scholarship (as they indicated that I should do). Today, the Grad Foreign Affairs Students Office of Tsinghua contacted me to let me know they've nominated me as a candidate for the Chinese Government Scholarship, and that I should fill out an online application form at http://laihua.csc.edu.cn/ and send it to them (apparently it's the Chinese Government Scholarship Online Application Website). They say they only select/nominate their two best candidates for full scholarships each year, and that the Tsinghua Council and Chinese Government Council will decide together at a later date. Has this happened to anyone else? I'm quite confused, because from what I read application to the CSC doesn't work like that at all, and because on the Online Form it said I should send them a printed copy and a bunch of documents (transcripts, etc.), but they didn't say anything about that in the Tsinghua email -- do you think they'll use the second set of documents I had sent them for my application, and take care of everything for me, since they're the ones nominating me? Sorry for posting such a long message, I'm just really confused as to what's going on.

This list actually was the final one. For the general scholarship I'm not too sure, but I talked to a guy who got that scholarship, and he told me, that he got the notice in late July. So I think, that if u really want to study at BLCU, you should register before the deadline. Just because u cant be sure if you get the scholarship or not. I think its no prolem to register twice. Registering at your university of choice before getting the answer? I checked on the BLCU site and doing the admission costs 600RMB. So I guess that's not refunded if I get registered by the CSC later eh...

Registering at your university of choice before getting the answer? That's my concern too. Not because of losing the 600 RMB, but because I am mistrustful of the whole decision process. Maybe, If they discover that I would pay the tuition fee, they might refuse my scholarship application. (I know it's pure speculation, but anyway). So I will wait until late July. There are possibilities to apply late July/early August too, for example via the cucas webpage. (e.g BLCU deadline is 02/08 - at least on this site)

Would anyone be willing to help me out as a contact for this? If not what is your opinion on leaving this blank or making it up as it doesn't make much sense to me as to how you are required to know someone in China in order to apply, especially if you're going to be a new student there. I contacted the US state department and they replied to me pretty much saying they won't provide an individual contact for this purpose...Any help would be much appreciated. Thanks all

I'm not really sure, he never smiled but he was very nice...digressing. I turned in two copies of everything but only one copy of the health check, when you print it out from the online application page there's a checkbox on the third page of the application where it says like "Two applications" "Two transcripts" but only "Foreigner physical exam, photocopy". So I just assumed they only wanted one, and my contact didn't comment on me turning in only one either, I guess it was ok. Anyway, I'll post again when I get the notification of if/where I'm going. However, I know that on my application the consulate let me leave that line blank and it didn't prevent me being awarded the scholarship. So, it would be worth asking your consulate/embassy if they are fine with that, or if there are any other options for someone in your situation. Like you said in your previous post, requiring all students to already know someone in China to act as a guarantor makes little sense, so I'm sure its a common enough situation.
shidiwen Posted April 11, 2010 at 11:12 AM Report Posted April 11, 2010 at 11:12 AM (edited) MY EXPERIENCE - APPLYING IN AUSTRIA [EU]: chinese embassy in austria has a special office for educational affairs in charge of those applications. address:Office of Education, Chinese Embassy Vienna, Reisnerstraße 28/12, Vienna, Austriafor now, prof. chen hangzhu is the person to talk to. reaching him on the phone is not exactly easy, emails have a response time of about 3 weeks. for online application form, the agency number (which is basically just an internal number of the embassy or institution you are applying through) is 0401. use this!!! they explicitly don't want any hand written forms! include the physical examination form along with a copy of a full blood analysis (including hiv) and a lung x-ray. you can skip all other points on the health form (and save yourself the money and effort) as you will have to go through all this once you are in china anyway. what also works: i was in china just a couple of weeks before application deadline and i went to a chinese hospital to get the form filled up. works fine, is complete within a couple of hours and costs about 2000 rmb (i am sure there are even cheaper hospitals as well). application deadline in austria is end of march. don't send your application in registered mail, since they don't have regular office hours there and they might not go collect any registered mail (weird, i know but i was told this straight like that on the phone). apart from this info (which i grabbed right from the embassy and from people involved in the process) i stuck with the guidelines here in this forum - thanks a lot for putting all this together. as soon as i got any feedback i'll post here with more details! wish me luck! *********************************************** >>>>> U P D A T E : *********************************************** i got to talk to the person in charge for eu-scholarships again and he told me applicants would get their decisions around mid july! I know I am cutting it a little close since its mid April!! I just re-read through the entire thread in case I missed anything before. I have finished the application forms (except agency code) and can either send the apps by 2day air to Washington DC or to Los Angeles (or even drop it off at the Los Angeles location if I knew where to go!) I just have a few questions about getting all my papers notarized. (1) Rec letters- I am applying for the language program but I got 2 recommendation letters anyway just in case. I was wondering if I can just open them and get them notarized and send them with apps like this. (Right now I only have one original copy of each letter in a sealed envelope signed by the professors & it's late to ask for another copy from each. (2) Transcript- Does this also mean I can open the sealed transcript for copies to get notarized copies? I know in the US they're not supposed to be opened & it costs more money & time to order additional official transcripts. THANKS! Also, if anyone knows the Los Angeles and/or Washington D.C. mailing address (& person I should address it to) specifically for the CSC application, I'd really appreciate it. Just in case anyone is curious, here is my info as well~ Currently a graduating 4th year undergraduate in LA majoring in East Asian Studies with a global studies minor; high beginner/very low intermediate Chinese level but getting rustier & rustier as we speak; Top 3 choices are Heilongjiang U, Harbin Institute of Tech, & Jilin Normal University, all in the NE; Hoping to study for 1-2 years... one year at one of these universities and after building a solid foundation in "standard" mandarin pronunciation I would like to spend my 2nd year anywhere else whether it be in the west, southwest, south, or central regions. I got my foreigner physical exam tests all done free through my student health center on campus with my student health insurance! Please check out your school/insurance options! The agency codes for Harbin Institute of Tech & Jilin Normal U are correctly identified when I insert them in the online application but the Heilongjiang U code isn't working. It says "the agency does not exist". I got the codes from this forum and searched online but couldn't find any other number. Does anyone know the correct Heilongjiang University agency code? (I couldn't find it online but I only searched through English sites) DID MOST People put the agency code for the school you wanted or the embassy you were applying through???
