the best pop-up / mouse-over instant translation program

There are many pop-up / mouse-over instant translation programs.

Which are the very best ones?

Which will work even in other Chinese programs, e.g. in a Chinese PC game?

I'm only interested in programs that translate instantly and automatically, I'm not interested in copy/paste programs.

Any experience?

I use Lingoes 2 because it does text-to-audio on mouse-over in Chinese too. I have no idea how I set it up. I'm scared to re-install Windows because I don't know how to set it up again.
