weird email question help

my girlfriend is chinese and I'm not. I know that in China some symbols in text and emails mean different things then they do to native english speakers. But what does it mean when this symbol comes up?

This is a spanish and portugese symbol, but does it have a special meaning in China?

Is this commonly used?

It doesn't have to be flirtatious, can just be used to make things sound more cutesy/less serious. There has been a thread on this ~ before.

My friend from Hong Kong uses ~ after all her IM sessions with me, so I don't think it's flirtatious: she's married. It's just some gesture that it's not really serious, or when something is funny, she uses it too.

~~~~ or .... just doesn't mean anything...

it means that whoever is typing doesn't really know what is going to say, instead of doing nothing, the one chose to type those fancy stuffs, especially in IM.
