The meaning in english is: The environment/society makes/builds the human/individual. Honestly I'm from germany so I'm not even sure if my english sentence is correct. Thank you for your help! I think generally people on here will recommend you don't get a Chinese character tattoo, and please do have a good long read of Hanzismatter to see why.
