How the numbers are written really depends on the individual, especially if you don't write the year. I think most people will not write 二零一零年二月二十三日, but 二月二十三日 or 二月廿三日 is not uncommon. I wrote some of my blog this way, like this one. Commas are not used. When I write a date I use 日. I do not use 號 in writing. Quote
