where's the accent from

Yeah, I doubt he is from Hong Kong or any Cantonese speaking area in Southeast China. He sounds like he's from a place with a strong/dominant dialect because it sounds like it's kind of merged with his Mandarin.

Joseph Cheng, a Hong Kong acadmic. His full name and title are mentioned in the programme

I had seen that but you cant deduce from that if he is a foreign academic at a HK university (all foreign names at radio australia are transcribed) and hence my question if he was just from Hong kong but thanks for finding out.

So sorry for not having answered the question accurately about the person's accent. It is just that he is really quite well known in Hong Kong. Otherwise I would not have posted my reply to your thread.

Why, that is Joseph Cheng, a Hong Kong acadmic.

Funny, I've seen him at events and talks and whatnot, but didn't recognize his name in Mandarin.

there is no doubt that the man who speaked at 2 min 30 come from Hongkong. The anchor had said that at 50 seconds. The anchor said that " 今天节目的第一部分,吴英将请香港学者就中国修改选举法的意义及其潜在影响为你做一席谈"。 translate it into englis is just like this "at the fist part of today's program,Wuyin(the anchor's name) will invite the Hongkong's academician to talk about the significance and the potential effect of that China modify the electoral law for you."
