He sounds like he's from a place with a strong/dominant dialect because it sounds like it's kind of merged with his Mandarin. Quote

The anchor said that " 今天节目的第一部分,吴英将请香港学者就中国修改选举法的意义及其潜在影响为你做一席谈"。 translate it into englis is just like this "at the fist part of today's program,Wuyin(the anchor's name) will invite the Hongkong's academician to talk about the significance and the potential effect of that China modify the electoral law for you."
