It might mean to express the doubt of the sayer that s/he does not believe that anyone can 'always' be anyone else's companion, emphasizing the all the time part. Unless you were me who's the one that will be with myself always, you would be gone some day. Hope it helps!

Maybe:

除非你是我 才可與我常在 = [你不可能與我常在],除非你是我,那才可能.

"Unless you're me, in which case you can always be with me." = "You can only always be with me if you are me."

...which is basically what semantic nuance said?

Since the two people could never be the same [one's shorter, one's taller, one's got long hair, the other has short hair, etc... [always think in the opposite direction and not thinking like the "other person"]? Think of the Yin / Yang theory], it's hard for them to always be together all the time.

Supposing this is a girl you promised to always be with and this is what you got for an answer, then it would seem to me like she's being a bit overly dramatic by giving such a rhetoric answer, and in a language you don't understand too.
