The story below says that a 'brotherhood' of killers got so sure of themselves they all got the same tattoo. The police realised the connection between several murders and murderers because of this, and several of them got arrested. According to the article, the tattoo is supposed to say 'wees daadkrachtig', meaning 'take action' or 'be energetic'. Could be close enough, but I couldn't find that fourth character, is it a different spelling for 寬? And what does 寬制 mean then? Quote
