Z visa/HK company

i want to get a Z visa but i don t have a sponsor company, so think i can open my own company. I am thinking the cheapest way first registering a Hong Kong company in Hong Kong. Later opening a representative office in China. By this rep. office i can get my z visa.

any idea? and can you suggest a visa agency for this..
