Have heard some incidence / events ( zhejiang) where foreigners have been beaten or threatend due to non payment of money of credit or unpayment for goods or sometimes even not approving the goods during q.c as differ from contract terms. why to they take law in hand instead of reporting to police ? also after beaten can foreigner register report against them ? or any government agency handles such case ? to spread awareness & prevent such incidence ?

In China if you are beaten on street, or you have any loss on your property, you can call 110 emergency. Or ask local police station for help.

By the way, foreigners are, as far as I know, highly respected in China, however the case you given is not universial and I think in any part of the world, you may encounter such accident. Like in Melbourne some days ago, an Inidan student was killed by a white man.

I am very sorry to hear the accident anyway.
