Some writers are overly optimistic regarding China's announcements on green energy - they believe the headlines without looking at the details. This article shows there are strong conflicting forces within the country, some of which push strongly for more coal and others that want green energy. Notably, this struggle isn't new. In 2015, China made significant pledges in Paris regarding limiting carbon emissions, while at the same time building a remarkable 39 gigawatts of coal fire plants in just 1 year (and they weren't the only country to do this: In Paris, the Philippines pledged to reduce CO2 by 70% by 2030, while planning to triple coal-fired plants by 2020, i.e., now).
