What's The Function Of 来着 In This Sentence?

I know 来着 can be put at the end of a question to mean "again", as in 你叫什么名字来着? What's your name again? In other words, used to ask something again that you have already been told before.

But I came across this sentence in a news article, and 来着 seems to have a different usage here:

民警分析认为，蒋某的说法疑点重重：他为什么不自己报警，而要让房东帮忙，何苦来着？

What is the meaning or implication of 来着 in this sentence?
