Does the following mean "My brother will be visiting P. R. China?

What is the purpose of the visit? If it is not something formal like a state visit of the US President then 訪問 is not appropriate. And 來華 (come to China) sounds very formal, and it implies that the "I" is in China. 的 at the end is not necessary.

Consider - 我哥哥會到中國旅遊/旅行.

BTW there is only one China. IMHO there is no need to highlight "P. R." China.
