bangye: topless men or bare bellied men?

Yesterday's Los Angeles Times had an article about those adorable men who roll up their shirts during the hot summer months in order to cool off by exposing their bellies.

The article said that these guys are called "bang ye." However, my image search for 膀爷 on Google seems to indicate that bangye refers to men who go entirely topless in public and not to those who merely roll up their garments.

Is the LA Times wrong? Or is bangye an all-encompassing term that includes any type of offensive public male upper body exposure?

Given the context, and this excerpt:

and this

But as on the catwalks of Paris, style evolves. In Beijing, it soon morphed into the rolled-up-shirt look. Some go even further to beat the heat, rolling up their pants legs.

my guess would be that the term still applies even to the "rolled up" version as well as the shirtless (full Monty) version.
