I have heard 整治 used to restore land and 恢复 to refer to restoring something to its previous state such as a stock market that was closed and then was established again. However, I would like to know if they are basically synonyms. Quote

The biggest difference between these two is that 整治 will not make the thing exactly back into the previous state. It just make some bad things better. However, 恢复 means make things back to exactly what it used to be. Also, 整治 usually follow by a noun. 恢复 usually follow by a verb or 恢复+n.+v. eg. 整治公司 Fix problems of the company. 恢复公司营运 Restart business of the company and go back to the previous days. Quote

Compare this: 整治社會秩序: it implies that the social order is still there, but not unsatisfactory 恢復社會秩序: it implies that the social order has gone (possibly after a war or disaster) Quote
