It might be said to somebody who is standing and not helping after, say, a car crash happened nearby, or somebody got injured, or similar. Context would help. That person stands in front of the wall to cover it up so the cop doesn't see it but he's barely covering it while the person who he was trying to send the message to just looks at him.
