The best you can do is to combine random characters which mean gibberish when combined, but sound a bit like the name you have in mind -- and then there are thousands of possible transliterations, which all sound different from each other, and not like the original name. And will be read differently in different dialects. My suggestion is to have the certificate in Chinese, but enter the names using the Latin alphabet. This is what is often done on Korean martial arts certificates, for example.
