Help with translation of tattoo

My girlfriends 29 year old son passed away and she was wondering what these symbols meant. If anyone can help it would be greatly appreciated.

looks like:

家 jia (family, household)

民 min (people... as in "the people" or folk)

海 hai (sea or ocean)

Not sure what its trying to say, though... I don't see any words using any 2 or 3 of those characters.

Was he in the Navy maybe? Could there be the character 国 above the top character, making it: 国家 (country) Thus, "country, the people, ocean"?
