Could someone please help with the following? What is the difference between 不要 and 不要对? Is the 2nd version stronger?

I don't think that's what he wants to know. Compared to the first sentence, the 对他-example just has an object inserted.

As much as everyone here is willing to help you, I think a little bit more context would be helpful. As you can see so far all of us just have been guessing what exactly your question means and have not been able to figure it out... :P

Sorry. You may have realized that I am a newbie who failed to understand the significance of context.

This is the example: 一定不要对一个人进行侮辱

I think now it's quite clear. The 对 does not belong to the 不要, 对一个人 belongs together ("towards a person"). It's a normal use of the modal verb 不要 ("must not").

对 goes with 一个人, not 不要.
