A kid (or young man) of the Zheng Jiao whose name no one has heard of and who is so silly to say that flowers have tears.

正教 (zheng jiao) could be a name of a fictional religion/cult, or it could refer to the Orthodox churches.

IMO, the Chinese sentence is very clumsy.

What a weird sentence.

一个 [傻到说花也有泪的] [正教的] [名不见经传的] 傻小子

Is that how it breaks down? Because this:

一个 [傻到说花也有泪的] [[正教的名]不见经传的] 傻小子

doesn't seem likely.

At the least, I think the sentence should have 顿号s to indicate the splits:

一个傻到说花也有泪的、正教的、名不见经传的傻小子
