Chinese numbered policies

(Just a note: Please stop me - or redirect me - if this has already been dealt with on the forum).

In studying Chinese politics, on both sides of the Strait, I keep coming across "numbered policies," eg 四不一没有 (Four Noes and One Without); 两个凡是 (Two Whatevers); in Taiwan (ROC) the "Six Assurances"; etc etc

(As I'm sure many of you guys know, there are many others like this).

Can someone tell me the cultural significance of Chinese leaders issuing edicts and important policy decisions within this "numbered" framework?
