I mean would a company based outside of China be able to promote a website (in Chinese) to Chinese viewers using the same methods (Meta tags etc)? Quote

It seems like there are a number of differences between Google and Baidu. Meta tags are more important for Baidu, for example, while the quality of the links to your site is more important for google. Quote

I think if you stick to good 'white hat' techniques ie. good site content, well-formed html, keyword optimisation and appropriate use of headings, in conjunction with appropriate marketing and linking strategies then these should work with both Google and Baidu.
