Transfering University on Chinese Government Scgolarship

Hi Guys,

I am a Chinese scholarship student and i wish to transfer to another university.

I know they said that its not generally able to transfer University but last year, i saw many people who had transferred.

Any of you guys know the procedure of transferring? I mean like guidelines to transferring. Like what to do do in order to be successful?
