Pay Party contribution

Recently an industry colleague from China was complaining bitterly that he was not able to leave the communist party very easily. He mentioned he had to pay one percent of his salary to the party. Can anyone confirm if this is correct?

The background was that he had originally joined the party as he wanted to get on in his career. He was very lucky in that the party paid for a Master's abroad for both him and his wife. Following that he was able to get a really good job with several western companies and today holds a director`s position in his field. Not a bad deal. In fact the way I see it is he is now paying back what they invested in him. Surely that is socialist.

It reminds me of a lady at work in Germany. She got a government grant which she was supposed to pay back once she got a job. Tax rules however mean you dont have to pay it back until you earn a certain level. So all her life this lady has been working part-time so that she doesnt have to pay the money back. She just retired. But she still didnt seem happy.

Actually, return-on-investment is a pretty capitalist concept...

Well, we all know that socialism with Chinese characteristics is just capitalism anyway
