past tense apology

Hi,

I'm moving to Beijing, and the secretary in China is helping me get the paperwork for my visa. There was confusion about the dates, and I may not get the paperwork I need in time. It was a mistake on both ends, but I'd like to take responsibility and say "It was my fault. I should have returned (via email) the signed contract to you earlier."

I'm terrible with past tenses, and my chinese is laughably rusty! The best I can come up with is “那时我的错, 我因该把(signed?)合同向你邮寄刚才"

Is this a terrible translation? Any suggestions?
