I am confused about the use of 过 in a sentence i have come across:

中国人过生日喜欢吃长寿面

could someone please explain it?

生日 is something that one 過s. One definition of 過 is also "celebrate (a holiday)."

I think it is an error. It seems that the Lin Yutang Dictionary is not only outdated (but then sometimes an outdated dictionary can be useful because of the old information) but also out of maintenance. Too bad.

维护不力谁之过。
I'm intrigued to know what this sentence means and how it's made up.

维护不力谁之过 => [维护不了] (是) [谁的过错] => [cannot be maintained] is [whose fault]

i.e. Whose fault is it that [the Lin Yutang dictionary] isn't being maintained?

(guessing about 不力 but it should be right)
