I am confused about the use of 过 in a sentence i have come across:

I think it's a typo. Very easy to make.

I think it is an error. It seems that the Lin Yutang Dictionary is not only outdated (but then sometimes an outdated dictionary can be useful because of the old information) but also out of maintenance. Too bad.

Gou is an erro in putonghua. Guo is right. Gou is the sound in some dialects around Shanghai.

i.e. Whose fault is it that [the Lin Yutang dictionary] isn't being maintained?

(guessing about 不力 but it should be right)
