Can an X-visa be issued inside China? (different from other posts)

I know there are a million topics about changing a tourist visa to a student visa but none of those answer my question.

There seems to be some confusion as to what an x-visa actually is. I am not talking about the 1 year resisdence permit, which I understand the school can do for me even if I only have a tourist visa, I'm talking about the single entry 30 day thing that allows students to enter China before they sort out the residence permit. I'm currently in Xiamen and have applied to study at a university in the Northwest. My tourist visa will expire soon but I don't want to go to the university just yet as there is a reason why I have to stay in Xiamen a little longer. I have the jw202 form. Can I apply for an X-visa in Xiamen, then go to Jinmen and back to activate it? This would effectively just be a way of extending my visa by 1 month. I can't extend my L-visa any more here and I'm on a tight budget so would rather not have to fly to Hong Kong.

Very much doubt it - a city PSB would never normally issue one, they'd just do residence permits for students who've arrived on L visas. You can ask though.

Must be cheaper ways to go Xiamen to HK than flying though.

The X-Visa itself is just to get you into the country, inside the country they will only grant a residence permit, there's be no proper reason to grant X-Visas on the mainland.
