On the use of "应" in different contexts

I was a tad confused by the uses of 应 in the following excerpt from a news article:

应中国人民解放军总参谋长陈炳德邀请,马伦 (Mullen) 目前正在北京对中国进行为期4天的访问.

...

我们应面向未来,而不是过去.

Can someone explain its purpose in the above sentences and if both are just variations of 应(该)?

“应”is a polyphone.

In the first sentence, it should be pronounced in the fourth tone, which means "in response to". e.g. 应聘:apply for a job. 反应:reaction

In the second one, it should be pronounced in the first tone, which means "should". e.g. 应该,应当:both means should
