I think it is the paper number. COM might stand for Commission of the European Communities. 2009 is the year when the paper was issued. And it is the final version of Paper No 278.

Such numbering is quite commonly seen in papers of official commissions / committees etc.

PS - And EESC is probably The European Economic and Social Committee. Again, very common numbering system, it seems.

This abbreviation is strange. Shouldn't it be CEC? Why should there be an "O"?

And EESC is probably The European Economic and Social Committee.

I knew what EESC meant but I was and am still at a loss as to "Opinion n°1514".

I can't really comment on the abbreviation. I would think that COM is used because it is a commission level paper, as compared to papers of the many sub-committees, working groups under it?

And I would think that because many languages are used in the commission, something that is acceptable to many languages might be preferred. And the Commission is also known as the EU (European Commission).

I was and am still at a loss as to "Opinion n°1514".

Just in case you weren't aware, n° is an abbreviation of "number", so Opinion n°1514 means opinion number 1514.

Actually, given the way the letter N is used in Chinese, you could be mistaken [eh? my English is very poor] for reading that as an opinion to the Nth 度.
