Now that I got it, they REFUSE me the CSC scholarship!

I'd double check - I'd be kind of surprised if the Chinese government is paying for people to take premium-priced courses like that. It's not impossible, but I'd definitely want to confirm.

Im already in China, registered with school, got the room and everything seems to be just fine.

Renmin University was up until last year, giving out full scholarships with dorm for their 2 year law degree, which is taught in English. They recently changed it to only giving out full tuition and for some at 70%. This is arguably the best law program in China, and I'm sure it would cost a pretty penny for international students.

Some scholarships are out of Renmin's own pocket and others are probably reimbursed by the CSC.
