Can counties be the smallest level divisions?

I was looking through some pictures from a trip to China several years ago. I remember that it's in the Jingxing County, Shijiazhuang, Hebei. I don't know what the town or village that I was in, but I didn't see any signs to indicate anything more specific. Furthermore, people just referred to the location as Jingxing, but that's pretty broad as the county was pretty big. Is it possible that even though there were towns nearby, the place where I was at had no name and therefore Jingxing County is the smallest level division that one can use to classify that place? Is that even possible in China?
