I would think that even if it is only partially burnt down it is still 燒爛了. When I looked up 烂, the meanings I found were "soft, mushy, rotten, worn-out" and "thoroughly, utterly". The first set didn't quite fit so I was thinking it must mean "thoroughly or utterly".
