This is a sentence I got from tatoeba.org from a reliable contributor (so I believe it is correct).

I understand the sentence to mean "You may hurt yourself if you don't follow the safety procedures." However, I am a little confused on the grammar of the sentence, particularly 按照安全手续来的话.

does 按照 mean "according to" in the context?

And what does "来的话" mean?

I think 按照⋯⋯来 can be roughly translated to "to follow (the safety procedure)", then 如果⋯⋯的话 just simply means if. I think 的话 in this structure can be dropped in most circumstances.

I find the use of 来 strange. I don't find it a proper complement (like "[verb]起来"). Is it the main/subsequent action, like in "按照手续进行这活动"?

Can someone give other examples of this sort of 来?

It can be used before a verb, such as in 这样来看 or 那样来处理, etc. The verb can be dropped sometimes, such as in OP's example, 按照安全手续来(操作)的话.
