Here's a reason why Mr Fang doesn't gamble

(in the thread 方先生倒不赌):

现在忙着追求鲍小姐，当然分不出工夫来

Now he is busy chasing Miss Bao, can't spare/allocate time (on gambling)?

What's the reason for 来 being there. Although, I understand the sentence, does 来 give some extra meaning?

I have always wanted to know more about this grammatical construction. Is it the same as 安下心來, 鼓起掌来，。。。？

Edit: Is it like mixing a two-character verb with 出來，起來，下來，。。。？

Yup, looks like V(不)出O來.

Unable to separate out time for work. Not the best-sounding translation, but it works I guess.
