Is this proper Chinese?

Earlier today someone asked me for an opinion on something. I said what I had believe to be "I have no opinion on the matter."

我没有注意。

Afterwards, I think I may have made a mistake and instead probably should have said: “我没有意见。”

So can someone tell me whether I was right or both sentences can mean the same thing?

en..

“注意” means "attention". It sound like "主意" which means "idea" but different tone.

so I guess you just confused with the pronunciation. and “我没有意见。” is the very good answer.

btw, I think you just have tried translate the word of "I have no idea" one by one.
