I‘d quite like to keep a similar number of syllables as the Latin, extending it to a couplet: 民声众呼,天经地义 gives it a more naturalistic feel... but I have the feeling the Latin is less 'democratic' so I'd go for 民声众呼,主命神令. But to give it a more authentic Chinese punchy 成语 feel I'd probably go for 民声天意. I did find 应天顺民 and 人言可畏 on zdic.net; both readily understandable, but neither is really the same as the Latin expression. Quote
