Vox populi, vox Dei

"Vox populi" itself best fits 舆论 in terms of gravitas.

I‘d quite like to keep a similar number of syllables as the Latin, extending it to a couplet: 民声众呼,天经地义 gives it a more naturalistic feel... but I have the feeling the Latin is less 'democratic' so I'd go for 民声众呼,主命神令.

But to give it a more authentic Chinese punchy 成语 feel I'd probably go for 民声天意.

I did find 应天顺民 and 人言可畏 on zdic.net; both readily understandable, but neither is really the same as the Latin expression.
