Thanks for the replies, I appreciate it! Yes, jbradfor I believe you're right, It's for an electronic cigarette refill cartridge. I had ordered a high-nicotine package but it was all in chinese when I received it. I wanted to make sure I wasn't shipped a 0 nicotine by mistake.

literal translation is: tar content is 0mg. “为” means "be" and here is "is". it is pretty much same as "是“ and they are interchangeable (except for a few occasions).
